The Russett Community Association consists of several elements.
Firstly, there are 3712 dwellings that were all built as a Planned Unit Development (PUD). Russett has a strong Home Owners Association (HOA) located on 610 acres in the western-most part of west Anne Arundel County, Maryland near Laurel.

Russett has both residential and commercial memberships where both have respective Bylaws, Covenants, Conditions and Restrictions (CCRs). All 24 residential neighborhoods which include single family homes, townhomes, condominiums and apartments along with commercial memberships all pay assessments into Russett's HOA.

"Russett proper's" membership consists of all the homeowners within the Russett Community Association. All homeowners become mandatory members when they purchase their homes.

Each home casts one vote each year for their neighborhood representatives. The 21 Neighborhood chairs then elect
the board of directors to staggered 3 year terms. Neighborhood chairs cast one vote in the board elections and other matters. Neighborhood chairs also cast the total number of unit votes attributed to the neighborhood they represent on other voting matters.
