Article V, Section 2 of the bylaws state that the Covenants Committee role is defined as the community's hearing tribunal, if established. The committee consists of 5 to 7 homeowner members and conduct hearings pursuant to the covenants inspections.

Excerpt from the Bylaws:
Article V, Section 2.        Covenants Committee. In addition to any other committees which may be established by the Board pursuant to Section 1 of this Article, the Board of Directors may appoint a Covenants Committee consisting of at least five (5) and no more than seven (7) members. Acting in accordance with the provisions of the Declaration, these By-Laws, and resolutions the Board may adopt, the Covenants Committee, if established, shall be the hearing tribunal of the Association and shall conduct all hearings held pursuant to Article III, Section 22 of these By-Laws.
