The New Development Committee (NDC) is chartered by the Russett Board of Directors to identify potential impacts of proposed new development in and around the Russett Community. The committee's permanent and long term purpose is to consistently monitor new development, gather the documentation and other factual information, get input from and provide accurate information to Russett homeowners and report the findings in a timely manner. The committee is a neutral apolitical committee that serves at the pleasure of the board and reports their findings directly to the Russett Board of Directors.

Members of the New Development Committee, Board of Directors, and others met with U.S. Representative Ben Cardin (Democrat Third District) on May 4, 2005, to discuss matters of interest to West County homeowners.

- Slot machine legislation (defeated in 2004, 2005)
- Intercounty Connector (ICC) (route announced in July 2005)
